Eng. Ali Bin Saleh Al-Soma
Alsoma is holding a master degree in computer science (Networking/
Distributed processing) from California State University, Long Beach,
USA. He has achieved several positions during his career among
which, Faculty staff member – Institute of Public Administration,
Asst. Project Manager for Technical Affairs – The National IT Plan,
IT Advisor – The Royal Commission of Jubail & Yanbu, IT Director
- The Royal Commission of Jubail & Yanbu, Director of the e-Services Planning and
Support – The e-Governmet Program, and currently working as the Minister’s Advisor
for IT and Director General of the e-Government Program – Ministry of Communications
& IT.
Alsoma has participated in several committees, projects, and consulting studies among
which, member of the e-Government Steering Committee, managed developing the
e-Government national Strategy and Action Plan project, Member of the Ministerial
Committee Directorate for organizational reform studies taskforce, Member of the National
IT Plan project, Participated in developing some IT-related regulations through the Expert
Bureau Committees, and contributed in several IT and management consultation studies
for many governmental and private sector entities.
Use of PKI in e-Government Transactions
Yesser as an organization has the mandate to promote the development of e-Government
throughout Saudi Arabia. In this capacity it implemented the Saudi Arabian e-Government
Middleware and Communication Backbone (Government Service Bus) which comprises
Identity Management (IM) and Single-Sign-On (SSO) for Agencies, Citizen and Enterprises.
This Identity Management requires handling of sensitive information throughout the GSB
and is therefore protected by utilizing digital certificates provided by the National Center
for Digital Certification (NCDC).
The presentation gives insight to the current application of IM and SSO to the GSB from
a business and a technical perspective and it discusses the vision for the application of
Security in the GSB in the future.
