Dr. Dhaifallah Al Zahrani
Dr. Dhaifallah is currently Deputy Governor for Legal Affairs at the
Communications and Information Technology Commission (CITC),
where previously he was Director of program management systems
/ Institute of Public Administration. He is graduated from King Saudi
University and then went on to obtain his master’s degrees in Law.
He has done PhD in Law from University of Indiana Bloomington,
United States.
Participation in the preparation of the rules of e-government.
Preparation of a draft control system computer crime.
Preparing draft rules of electronic trading.
Participation in the study of some of the draft regulations for the Gulf Cooperation
Council such as the common project of e-commerce, and the draft uniform rules to
combat computer crime in GCC.
Participation in many of the specialized committees of the problem in the Cabinet of
experts to study the subjects assigned to those committees.
Supervision of the legal team involved in the procedure for granting the
second mobile phone license and third, Saudi Arabia, as well as fixed-line
licenses.
e-Transactions and e-Crime Laws and their Impact on Security and PKI
This talk will be on the e-Transaction law and how this regulation is to control
and regulate electronic transactions and provide a legal framework in Saudi
Arabia to the electronic transactions and signature. It will also cover on e Crime
Law in Saudi and impact of these laws on security and PKI.
