Youngchul Kang

He has 29 years’ experience in IT & Telecommunications field, as not only an outstanding specialist in governmental policy of regulation & privatization but also an renowned business man on architecture and technology of the field, 16 years’ working in DACOM Corporation, 2nd carrier in KOREA, which was established in 1982 as a pioneer of data communication and changed into the Basic Telecommunication Carrier and the largest Internet service provider in Korea. After Dacom period, he joined Korea information Certifications Authority Inc., as of Aug. 2001 as CEO& President. Since this inauguration in 2001, he has taken the lead in the area of internet security market in Asia-Pacific region. He has wide view in contents, commerce, software and hardware as well as infrastructure in both wired and mobile. After 6 years experience of CEO of KICA, he is expanding market into Asian countries (India, Myanmar, Philippines, Indonesia and Nepal) with Internet Security and Broadband Internet Access Networking. Now he established NAISS Co., Ltd. which covers e-government and broadband network construction and consulting service in Asian countries.
1st Day Presentation: PKI & Digital Signature in Korean E- Government
Mr. Kang will cover on the Digital Signature Law in Korea and legal effectiveness on electronic documents. He will talk on CA Architecture in the Korea, PKI Scheme, provisions for Licensed CA, comparison between Licensed and private CA and current issues faced in Korea using PKI.
2nd Day Presentation: Government e-Procurement System (KONEPS) in Korea
Mr. Kang will introduce the success story of PKI usage to e-Government applications of South Korea. He will cover about various applications of PKI and talk in detail about Government e-Procurement Application using PKI. More than 1/3 of Korean people use Digital Signature (PKI) for electronic banking and e-Procurement applications.
